Health New England introduces its new 3000 Plans

We’ve listened to you, our business partners, and developed a new series of plans to better meet your needs.
Our new 3000 plans offer large and small groups new Wise Max and Wise Plus choices for high deductible health plans. Plans are available as HMO or PPO and are designed to offer deductible options that will further help employers control health insurance costs.
In addition, there are new plan changes in process to help meet the 2016 Actuarial Value (AV) calculator requirements set by the Department of Health and Human Services (HHS).
Plans Overview
Wise Max 3000 HDHP HMO and PPO
- Available to Small Group and Large Group
- HSA compatible
- In-network benefits are $0 after deductible
Essential 3000 HMO and PPO
- Available to Large Group ONLY
- Must be sold with HRA – without HRA plan does not meet MCC. Employer Groups must sign an attestation stating they will fund the HRA for $1000ind/$2000family upon initial sale and renewal.
- Plan has split copay for PCP/Specialty ($25/40)
Wise Plus HDHP 3000 HMO and PPO
- Available to Small Group and Large Group
- HSA compatible
- In-network benefits carry copays after deductible
Large Group offering will remain.
Why is it the Essential 3000 Plan MUST be offered with an HRA, and is available for Large Groups ONLY, and the Wise Max & Plus 3000 are offered to both Large and Small Groups, but DON’T require an HRA as the Essential Plan??

For Small groups, the Essential 3000 plan does not meet MCC Criteria (minimum creditable coverage) due to the $3000 deductible. For 2016 HNE made the business decision, to not offer plans that did not meet MCC. Essential 3000 is acceptable for Large Groups because it must include an Employer funded HRA. In Massachusetts Merged Market any plan offered to Small Groups must also be offered to individuals, and an individual cannot always have an Employer funded HRA.
Our WiseMax and WisePlus options are HSA qualified HDHPs which have different criteria for meeting MCC. They can be offered to both Small and Large group because they meet MCC. However our WisePlus Plans closed to Small Groups in 2016 due to not being AV compliant.
