Updates to HNE’s Broker Portal

The HNE broker portal has been updated to meet the ACA requirements for member level rating.
New small group customers will need to provide the date of birth and relationship to the employee / subscriber for all spouses and children covered under the group plan.
HNE will continue to quote and bill composite (tiered) rates for small group employers. The coverage level or “Tier” does not need to be entered on the census. Employee / subscribers will automatically be placed in the correct tier based on their family composition.
All small group rates will be issued on a 4 tier basis. Please review the rate detail exhibit Why 4 Tier rating and the census detail Census example with highlights

Quote requests for 2013 effective dates do not need to include member level census data.
Quotes for 2013 effective dates are not available through the broker portal, but may be obtained by emailing the request information to salesquotes@hne.com
Following are some FAQ’s that may be helpful when quoting and/or renewing existing business:
If a group has more than one benefit plan, will they receive the rate detail page for each plan?
Yes. If a customer has multiple benefit packages each plan will have the impact to its rates shown separately.
Why are the rate increases and rate detail% amounts different for each item to the total premium?
So the $5.25 pmpm transitional reinsurance fee is 2% of a premium of $262.50. However, that same $5.25 is 1.5% of a $350 pmpm.
Why are the rates shown on a 4 tier basis when my group had a 2 tier rate structure in 2013?HNE made a decision to provide 4 tier rates for all of its small group customers for 2014. This is a direct response to the ACA. To learn more about the 4 tier rates, click on the link above.
Can I continue to get 2 or 3 tier rates for 2014?
No. HNE will only be offering 4 tier rates for 2014. We believe that in addition to being compliant with the ACA rating rules, this will also minimize the renewal rate impacts for customers that have membership changes during the year.
Is HNE going to bill the customer for each member enrolled in the plan?
No, although rates are calculated at the member level, HNE will continue to provide our customers with composite billing.
If my group has a new employee join the plan during the policy year do I need to get new rates?
No, the composite rates for that policy period will be applied to all new subscribers and existing subscribers.
Can you explain what the ACA tier migration factor is capturing?
The ACA metallic tier migration factor captures both the impact of moving customers to 2014 renewal plans AND the impact of the ACA requirements for all Carriers to use the HHS Actuarial Value Calculator. Prior to the implementation of ACA Carriers were able to set their own benefit relativities based on their own claims experience and business strategy.
