The COBRA premium subsidy eligibility period was extended again. The extension provides a COBRA premium subsidy for eligible individuals who are involuntarily terminated from employment through May 31, 2010. The Massachusetts Division of Insurance (DOI) has rejected the premium rates proposed by HNE for April and May effective dates, as well as the rates filed by most of the other Massachusetts health plans. HNE will continue to contest the DOI’s position on premiums. In the meantime, we will be using 2009 base rates, on an interim basis, for April and May 2010 groups. We will be making a decision shortly on the rates we will file for June 2010 and afterward.

As you may know, the Division of Insurance has rejected the rates we filed for April of this year. HNE and other plans have brought suit to have that decision set aside. We expect a preliminary ruling from Judge Neel of the Superior Court no later than the close of business on Monday, April 12. […]
